Overview

The project aims to assist BiH in decreasing security and safety risks related to illegal possession, misuse and trafficking of small arms and light weapons (SALW), ammunition and explosives - thus also contributing to regional security and stability. To meet this objective, support will be provided to improve the relevant regulatory framework and enhance relevant operational capacities and inter-agency co-operation involving the BiH SALW Control Co-ordination Board (CCB) and beneficiary law enforcement agencies (LEA).


The Project has five priority areas:


1. Improving Physical Security and Stockpile Management (PSSM) of the LEAs’ SALW and ammunition storage infrastructure;

2. Supporting the SALW CCB in increasing institutional awareness on SALW control and developing a methodology as well as monitoring and evaluation (M&E) tools for institution-led awareness raising and outreach;

3. Building LEAs’ canine (K9) capabilities for detecting SALW, ammunition and explosives;

4. Supporting the development of a SALW and ammunition inter-institutional case database and tracking system, and;

5. Supporting development and implementation of the legislative and regulatory framework on SALW deactivation.

Monitoring and Evaluation Framework Guidelines for Enhancement of Inter-institutional Communication and Outreach on SALW

A poll implemented by the Consultant of the OSCE Mission to Bosnia and Herzegovina on internal and external communication practices among the institutions represented in the Co-ordination Board for the Control of Small Arms and Light Weapons in BiH (hereinafter SALW Control Coordination Board) in April/May 2022 pointed to the lack of common monitoring and evaluation practices in place in regard to communication and outreach activities on this topic. Individual institutions represented in this body apply different methods and tools for the monitoring and evaluation of topics of their interest, whereas the most used ones are media analysis/press clipping and post-event evaluation surveys.
