Overview
The project objective is to contribute to a more coherent and co-ordinated assistance on Security Sector Governance and Reform (SSG/R) to the participating States. SSG/R is an integral part of the OSCE’s comprehensive approach to security. It provides a conceptual framework for operationalizing and fulfilling OSCE commitments in all three dimensions of security. These include the commitments made within the 1994 Code of Conduct on Politico Military Aspects of Security and numerous other commitments in the areas of democratic policing, human rights protection, gender mainstreaming, the rule of law, anti-corruption and good governance.
The OSCE has a long track record of supporting its participating States in strengthening security sector governance and in undertaking reforms in line with OSCE principles and commitments. SSG/R framework encourages a move away from ad hoc activities toward more strategic, holistic and long-term programming.
It ultimately provides better value for money, as increased cross-dimensional co-operation results in a more sustainable impact and a more coherent use of resources.
