Strengthening the Work of the Confidence-Building Measure 8 Point of Contact Crisis Communication Network

The project supports the implementation of Confidence-Building Measure (CBM) 8 by helping OSCE participating States strengthen the network of national policy and technical points of contact for cyber/ICT security. While nearly all participating States have nominated points of contact under CBM 8, the network has significant untapped potential as a platform for communication, co-operation and confidence-building.

The project aims to transform the network from a directory of contacts into an active community of cyber/ICT security professionals and policy-makers. Through confidence- and capacity-building activities, it promotes regular interaction among participants, strengthens mutual understanding of cyber/ICT security challenges and encourages co-operative approaches to maintaining an open, secure and stable cyberspace.

Key activities include:

• Annual meetings for CBM 8 points of contact;
• Regular communication checks to test and strengthen network functionality;
• Multi-State study visits to exchange experiences and good practices;
• Online expert sessions on emerging cyber/ICT security topics.

By strengthening communication channels, building trust and fostering lasting professional relationships among participating States, the project contributes to the effective implementation of CBM 8 and supports the OSCE's broader efforts to reduce cyber-related security risks.
