Handbook for the Observation of Election Dispute Resolution

The purpose of this handbook is to provide better guidance to ODIHR election observation missions and teams on how to assess the resolution of election disputes as part of the overall observation of an election.

While ODIHR has included assessment and observation of election-related complaints and appeals in its general election observation methodology, this handbook aims to establish a more systematic and comprehensive approach to observing what is a key part of the election process thus contributing to further protecting and promoting the fundamental rights and freedoms necessary for ensuring democratic elections. It has been developed with extra-budgetary support aspart of ODIHR’s efforts to continually improve its methodology and to increase professionalism in the observation of certain specialized aspects of elections.
