Strengthening Ukraine’s financial monitoring system preparedness to fight money laundering and financing of terrorism threats

Overview

Ensuring the ability of authorities to detect and stop flows of money feeding organized crime is one of the key challenges we face today. OSCE participating States have committed to combat money laundering and the financing of terrorist activities. Understanding the risks and vulnerabilities of financial systems is an essential element of any anti-money laundering/combating financing of terrorism effort. The global watchdog, Financial Action Task Force (FATF), calls on national jurisdictions to regularly conduct risk assessments in order to identify those risks and thus enable effective law enforcement response.

To enhance authorities’ ability to address these threats and bring the national system in line with international standards, this project will directly support risk assessment and provide assistance to Ukrainian authorities to develop and implement relevant action plans. The project will also support data gathering and processing, the development of a series of analytical reports and sector-specific studies that examine threats within Ukraine’s to help determine its vulnerabilities. The project also envisages training and awareness-raising activities, including through study visits and networking events. A digital learning platform will also be developed for practitioners to better understand global trends to counter i-money laundering and the financing of terrorism and to learn about tools for to investigate related crimes.
