Overview
The OSCE Secretariat Extra-budgetary Support Programme for Ukraine (SPU) was launched on 1 November 2022 in order to help the country address the challenges to civilians posed by the war, and to support the long-term democratic and social resilience of its institutions and civil society.
The OSCE has been present on the ground in Ukraine for almost 30 years, working with and for Ukrainian partners. It adds value through its strong human capital, deep understanding of local needs, and long-term commitment. It also brings its unique, comprehensive approach to security, encompassing politico-military, economic and environmental, and human dimensions.
To facilitate dialogue with key stakeholders on the ground, OSCE Chairman-in-Office appointed a Special Representative – Project Co-ordinator in Ukraine.

Projects
The SPU includes projects that build on the OSCE’s prior work in Ukraine with its long-standing partners, including state agencies and non-governmental organizations. The Programme covers a wide range of thematic areas.
Some efforts are focused on immediate security needs, such as humanitarian demining, addressing chemical threats, monitoring security impacts of environmental damage caused by the war, and protecting displaced persons from the risks of trafficking in human beings.
Other initiatives invest in Ukraine’s long-term stability by strengthening human rights protection mechanisms, supporting judicial reform and constitutional justice, promoting media freedom, encouraging the participation of civil society and youth in post-war reconstruction, and developing the system of psychological support for people affected by war.
Projects implemented under the Programme are funded through contributions from OSCE participating States and partners. A full list of the Programme’s donors is available here.
